The Chief of Army Staff, Lieutenant General Waidi Shaibu, has directed troops to respect human rights and prioritise civilian safety while carrying out military operations across the country.
The directive was issued on Tuesday in Abuja during a lecture delivered at the Army War College Nigeria.
The COAS stressed that respect for human rights remains essential to operational success, national stability, and public trust.
Human Rights Key to Military Operations
According to the COAS, military personnel must strictly adhere to international humanitarian law, Rules of Engagement, and established operational procedures.
He explained that when troops respect human rights, they build trust with local communities. As a result, intelligence gathering improves and missions become more successful.
However, he warned that violations can undermine operations and damage the reputation of the Nigerian Army.
Command Philosophy Driving Reform
Speaking further, the Army Chief outlined his command philosophy, which focuses on transforming the Nigerian Army into a more adaptable, combat-ready, and resilient force.
He noted that this vision supports operations within a joint and multi-agency environment, which is critical in addressing Nigeria’s evolving security challenges.
Therefore, commanders are expected to apply these principles consistently in all operations.
‘Soldier First’ Concept Strengthens Troops
The COAS also highlighted the “Soldier First Concept,” which prioritises troop welfare and operational effectiveness.
He stated that motivated and well-supported soldiers are more disciplined and better equipped to protect civilians.

In addition, the COAS directed commanders to intensify training programmes, particularly on human rights and civilian protection.

Earlier, the Commandant of the College, Major General Umar Alkali, commended the COAS for his consistent support.
He noted that the lecture had a significant impact on participants and reinforced the importance of ethical leadership in military operations.
